I was adopted at age 18 months by my foster parents. They had received me as a foster child at age 4 months and in the 1970's, foster parents weren't encouraged to adopt the children they cared for so this was an anomaly at that time.

SO my county decided to go for a government funded grant which involves 2.5 million over a 5 year period. Basically, they will pick randomly families that have problems with drug/alcohol. They will be entered into the star program (see below for the "flyer" for our mandatory training on it! grr!!!)...
